When Plant brought together 110 people from construction and politics in Almedalen, several clear voices called for stricter climate requirements. The seminar highlighted how larger companies have led the way and how their experience can help more businesses reduce the climate impact of buildings.
At Plant, we believe that Boverket's proposed limit values are too weak and risk slowing the transition. The forthcoming legal requirements need to build on what the industry can already achieve and help meet the EU's climate targets.
No project should fall between the rules
Boverket proposes repealing the current climate declaration requirement on 1 April 2027. The new reporting requirements are proposed to apply to building permit applications from 2028 for larger buildings and from 2030 for other buildings covered by the rules.
Construction projects take several years. Projects completed after the repeal, but with building permit applications submitted before the new requirements take effect, therefore risk falling between the rules. This could create a gap of several years in climate reporting and weaken the expertise and working methods the industry has built up.
Plant proposes retaining today's climate declaration requirements during the transition period for projects covered by the current rules. The climate declaration register and the necessary supervision should remain in place for as long as these projects need to report.
